The Demise of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of missile and drone strikes on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of contrasting events captured the bleak nature of the current period. By day, diplomatic battles are fought: positive announcements are released from various governments. Significant resources is devoted on managing certain initiatives. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the key method for achieving "settlement".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from across the border, a ability afforded by up-to-date information. From vantage locations, military aircraft that had been dispatched to counter approaching guided weapons flew past – modern combat jets provided to Ukraine by European allies.

Moments later, Kyiv's air-defence systems engaged: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, presumably supplied through partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes resigned acknowledgment: maybe the approaching threat won't cause damage this time, sparing the city from devastation and further power outages.

Continuous Dangers

Soon after, a large-caliber weapon fired at a aerial vehicle close by, part of a defensive team – almost certainly Western-made equipment. Unfortunately, the bullets missed the opposing UAV – it pressed on overhead toward its target.

Periodically, this persisted until dawn. Kyiv greeted the morning news: seven people killed, devastation and heating outages in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities – living the war. But those full day illustrated Ukraine's vital need on international aid – a reliance that regional partners are demonstrably unable to fill in the short term.

Unsuccessful Negotiations

The detailed framework from Washington sparked intense emotion, discussion and profound anxiety – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.

Every new proposal from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually achieve victory. This cycle will, certainly, continue.

Political Considerations

It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. Washington operates on a premise well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The American government presumes that it is unrealistic to force Russia to surrender the land that it currently occupies in Ukraine's occupied territories.

The challenge is that while recognising this factual reality, American administration does minimal to deter Moscow, through statements or actions, from assuming that the situation will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its supporters are nearing depletion. Their incentive to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to achieve ceasefire, but they will persist as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding lives and land but preventing a complete military breakdown until conditions improve in its favour.

Current Realities

Objectively, there are no actual prerequisites for a truce. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and secure international recognition, and the government's dual difficulties – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their attention does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, opposition by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, current information leaks, all served their function.

While new initiatives based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are rooted in Kremlin requirements and demonstrate particular unwillingness to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, largely rely on continued Western support.
